
Crystal M. Zorbaugh is an attorney at Baker & Miller PLLC where her practice focuses on railroad transportation law, policy, and regulatory compliance. Ms. Zorbaugh has assisted in preparation of numerous grant applications, performed regulatory compliance reviews, monitored legislative developments, conducted numerous research projects, and has assisted in several written submissions filed with various administrative agencies. Ms. Zorbaugh has experience in addressing issues that arise before the Federal Railroad Administration, the Federal Transit Administration, and the Surface Transportation Board. Prior to becoming an associate attorney, Ms. Zorbaugh worked in the industry for over 12 years as a legal assistant, paralegal, and law clerk.
While in law school, Ms. Zorbaugh competed in the 2012 University of Maryland Intra-school Negotiation Competition, finishing second overall. Ms. Zorbaugh and her teammate were both named to the Maryland Alternative Dispute Resolution Team. As a result of this experience, Ms. Zorbaugh has developed a special interest in both mediation and arbitration.
Prior to joining a law firm, Ms. Zorbaugh spent nine years in the healthcare industry during which she was directly involved in addressing various regulatory issues, including maintaining Joint Commission Accreditation and implementing Health Insurance Portability and Accountability Act privacy regulations. While in law school, Ms. Zorbaugh developed a health care regulatory compliance program for John Hopkins Hospital as part of an externship which program was adopted by the university.
